I am trying to add a client to a project, but he is not receiving any emails from Atlassian.
He has accessed our Jira Cloud URL and has registered for an Atlassian account using his company account (which is a government organisation).
I have resent his invites, none of which have reached him.

A couple of things might be happening. If the invite was sent but his local mail server/firewall blocked it, then it might have put him on a blacklist with Atlassian.
I would do two things - have him check with the local mail server admin to see if the email is getting to their server and being denied or blocked.
If it is not getting there at all, create a support ticket with Atlassian to see if he is on a blacklist for your instance.
