So I know how to clone an issue but is there a way to merge them? Moreover, I want to add all attachments from one issue to another without having to do each file separately?

It is not possible to merge between two issues at this moment. Perhaps, could you share your business case?
There's a feature request raised a decade ago but I don't think they would implement the feature anytime soon. Just in case you would like to follow the request for any announcement: Merging of issues
There's no add-ons that is available for JIRA Cloud but I found one for Server: Issue Merger for Jira. You might want to contact the 3rd Party developer Plugins4People@gmail.com directly to see if they are developing one for JIRA Cloud.

well all of our issues have many attachments. sometimes they need to be combined into one or split into two. the clone feature works to split them but there is nothing if we want to combine/merge them. this would be helpful so we can bring all the attachments together rather than moving them all over one by one.
if you have some other idea let me know.
