If you can't archive it, apply a permission scheme where no user can view it. If needed the admin can change the permission scheme.

As @Max Foerster - K15t stated, you are able to archive a project (depending your cloud subscription).
An other way is to use the provided article on Archiving a project in Jira Server.
This will give you the options required, if you are not on a Premium or Enterprise cloud subscription.

You can archive a project with the Premium and Enterprise plans in Jira Cloud. I linked an article explaining in more detail what that means. Until this feature wwas introduced, there were (and still are) different other options to achieve this, depending on what you mean by "closing" a Jira project, e.g., making it read-only or hiding it.
