Closing a sprint that includes a ticket from a project that you're not an admin

Question:

One of my tech leads who works on project SC wants to add tickets from projects ES and TPM to his sprint board on SC. 

Right now when he does it he's unable to close or create his sprint in SC if his board filter includes  includes a ticket from ES or TPM. 

If he's not an admin on ES, or TPM is there a way to do this?

make sure he has Manage Sprint permissions for ES and TPM in addition to SC.
