Closing out old JIRAs

How can I close out old JIRAs ? I dont have access and neither does the assigned assoicate.

I hit that link it has a company hosted microsoft sign-in page. Do you know who your Jira administrator is?

I do not, how can I find that?. I can't open an SR internally because we dont have a queue for JIRA.
