Comment visibility padlock does not show for non-admin users
As an admin, I can see a little padlock in the issue comment editor that allows me to set the visibility of the comment so that only certain users/groups can see the comment.
But, my normal non-admin users do not have a padlock on their comment editor (as shown below). How do I enable this feature for non-admin users?

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
