1. "WHY SHOULD WE CHOOSE ALM INSTEAAD OF JIRA ?"Just want some key differences between jira. 

2. Can someone have exact cost comparisison  between JIra & ALM.

Welcome to community! In all honesty most users of this community are going to be Jira users. For support of an entirely different platform, this wouldn't generally be the best place. I personally would say use Jira for as much as possible

For cost comparison generally you would need to do that yourself, but as I do not see a pricing page for ALM you would want to reach out to them: https://admhelp.microfocus.com/octane/en/16.1.100-16.2.100/Online/Content/GetStarted/GetStarted.htm

Hopefully you stick with Jira! The community here is quite fun!

As @Clark Everson was so kind to point out, most of the users in this community will be Jira users and most likely don't know ALM. As you know your requirements best, maybe start evaluating the tools yourself and see what could be a good solution. We also don't know how many users you have, etc. Pricing information for all Atlassian products and different plans is available at https://www.atlassian.com/. Even just googling for differences between both products gets you far. So it won't be too hard to start your research. :)
