Components: Configuring of notifications and transition permissions

There are several Project Leaders in our project (this is what is needed for our workflow).
All of them are Component Leaders of various components of this project also.

When creating an issue, all Project Leaders receive a notification, although the issue is accurately assigned to a specific component.

How to configure the system of notifications so that notifications are sent only to the definite Component Leader?

And the second question is how to make sure that each Component Leader can change the status of issues assigned to his/her component only?

You will need something like Automation For Jira or ScriptRunner to do that. Automation has a Lite version that is free. And then a fully functioning paid version. See this for Lite versus Pro versions:
