Components, labels or custom fields ?

hello,

i have a question around an Agile app that we use. We use components to break down the app components and labels to break down the projects/services/UI changes etc.

My dilemma is when there is a story but there are different flows to that story.

We do not always test all stories related to creating services/end points so, we use labels to filter them out. From a testing stand point, i might have to test the same acceptance criteria but across different types/user roles and different locations.  how can we incorporate this in JIRA story. we already are using too many labels and components.
