Confectionery team would like to start using the feature ¨Watcher¨ in Jira, for adding people that should be notified about that User Stories.

Is it possible to allow this feature for all the team members?
Please, be aware that I don’t want to change their current user profile, but only add the possibility to add or remove ¨Watcher¨
