Is there a way to confirm that a message/response was viewed? Some of our users complain that they did not see the response to their ticket.

Hi Andrea,
The confirmation, of an email, if it was received or not, can be done by the Atlassian Support. They have access to applications and logs, that can help you confirm if a message was or wasn't received in a user's account.
