Connect Jira server in Local host by other ip address

Hi 

I have installed JIRA in a server and the server ip has been used to connect JIRA. but the certain set of IP addresses could not connect to the server. eg. the machines under 174 ip could not access JIRA. JIRA installed in  aserver which has ip address in 172 series. How to make the change in Server.xml

You don't.  Server.xml is about configuring the server.  You have two network subnets that can't talk to each other.

You'll need to enable the route from on subnet to another to make this work, it's nothing to do with Jira.

I don't think that the problem is related to JIRA settings. It seems a network issue so that JIRA server is unreachable. Check the iptables/firewall on the server where you installed JIRA:
