Consulting services to set up security and permissions

Hi,

I am a project manager for my company and have been asked to redefine and assign access/permissions/groups to our users. I cannot figure out how the Atlassian security scheme's work and have been unable to find clear, concise, and simple instructions.

Is there a consultant group or something I can pay to figure this out for me?
