Since migrating to the cloud when we create a control chart there is no data for any of our custom status's pre-migration.
The out of the box status' display fine but not the custom status'.
Assuming that this is due to the custom id's having changed.
Is it possible to resolve this?

I've got bad news I am afraid.
During the last month (since my original answer to this question) I discovered a known bug record for Jira Cloud migrations.

In short, JCMA corrupts history data because it changes entity IDs during migration but doesn't update status or custom field IDs in issue histories.
The History tab on issue view screens usually displays seemingly correct output because that tab does not care about the IDs. Issue histories contain both names and IDs. History tab just displays the names it sees in issue history without checking the validity of the IDs in it.
Even if this bug is fixed someday, it will probably benefit only new migrations. I don't see a way to update the data of old migrations.
Even so, I suggest everyone affected by this to watch and vote for MIG-1032.

Do you keep the customer selection in a custom field or something? Or do you have specific statuses that represent customers?
I suggest you check some issues' histories to see if customer changes are shown correctly in the history.
If you are using statuses for customers, please check that those statuses are still available in the system.

We are using custom status' like "Code Review" & "Ready for Testing" in our workflow and when you refine the control report on just those status' there is no data prior to our migration to the cloud. If I look at the out of the box status' like "To Do" and "In Progress" the data is there.
