Control date formats entered?

Can you control the date users enter on date fields? I know we can specify a mm/dd/yyyy but if a user enters "4/26/13".

It will display as "4/26/0013" instead of "4/26/2013".

Is there anything I can do in regard to this?

I am not finding anything that forces the year input of "13" to convert to "2013". It simply converts the input to "0013". I will continue reading.
