I have a support group who should be limited to creating bugs, is it possible to control who can create an issue?
The problem with using a validator like @[deleted] suggested is it is invoked after the user has started the process. It makes users 'unhappy'.
Beware of using an unsupported plugin. If you upgrade JIRA and it isn't available you'll be looking for a new solution.
The easiest and cleanest option is to have a seperate project for bugs.

You can limit the creation permission of Issue through the project permission scheme.
Create issues-Permission to create issues in a project, and includes the ability to create sub-tasks (if sub-tasks are enabled).

Hi Ollie,
If you remove "Create Issue" permission then the user group will not be able to create any issue. My problem is I have a set of users who should only create "Bug" Issue type but not "Story" Issue type.
