Controls are not showing on Incognito mode

I'm new in JIRA and working with Kanban boards. I have seen that the below controls are not showing in chrome incognito mode. Is this a default behavior?

I would like to have this controls. Could anyone please comment?

I have never seen these controls anywhere in JIRA. 

I It seems to me that they are added through a browser plugin, and by going in to incognito mode your plugins are not activated, therefor not showing these controls.
