Copy Layouts to other projects

I have tried to follow this example of 'how to' Copy an issue layout to other projects | Jira Software Cloud | Atlassian Support but when i get to step 4 i am unable to select the projects i want to apply my layout to. This is what i see and i cant seem to select any other projects.
