Copying folders from one project to another

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I want to copy over these folders in this existing project over to another project. How can I do that? Every time I try, I end up exporting only the test cases or I get a pop-up stating I need to copy a folder as if I never selected it.
Steps:
1. copy folder structure (not test cases) in Project A
2. go to next tab that has Project B
3. attempt to paste folder in Project B, unable too.
I should also mentioned that I am using the qmetry plugin through Jira.
Essentially I am just trying to create a folder structure template that will allow my team to copy over every time they start a new project —to keep consistency.
