Could I buy Jira software for 100 users and jira portfolio for 10 users?

No, Portfolio is currently an add-on, so it has to be licenced at the highest number of application users you have (If you had 3 Service Desk Agents, 50 Core users and 100 Software users, then you need 100 Portfolio licences, even though your user count is 153)
