I've got one user who when they create an issue it defaults to not full screen mode and they need to use the expand buttons to see all the fields (and the Cancel button).
This does not seem to be a browser issue and is specific to at least one user as I cannot recreate it when I login.
When she creates an issue this is her default screen:
When I create an issue (same browser, project, issue type) I get the full screen:
I'm thinking there is some preference button somewhere, but can't seem to locate it.

Hi Lenka,
We were able to solve this by creating an issue with the full screen version.
It seems that the user preference is set by the last type of screen the user has used.
After creating an issue in fullscreen the user was presented with that screen every time.
