Create Issue Permission

I need restrict the create issue permission for some users depending the issue type.

Is this possible without having to create a new project and permission schema?

You'll need to use an Issue Security Scheme and one of the two methods outlined in @Jamie Echlin post: http://blogs.onresolve.com/?p=140
