'Create Issue notifications' for security level members (and only them).

Is it possible to set up a notifications within a project so that 'create issue notification' will only go to members of the same security level as the issue concerned?

We are using security level groups to segregate customers tickets. 

We would like to give selected users notifications on issue creations within their security level (i.e. customer context).

Is this possible without resorting to scriptrunner, or a plugin acting off workflow events.
