Create Jira rule for workflow

Hi All,

I'm trying to create a rule that will allow me to make a transition between status so that:
In case I have an SW to which several features are connected but from different projects, I want all those features from the specific project to be in DESIGN FREEZE status and all other features that are linked from other projects can be in any status.

For example, in the attached image I have a project whose key is NT and 3 features are associated with it, 2 from the same project and one from another project.
As long as the 2 attributes in the NT project are in DESIGN FREEZE status and the third feature is from another project in another status, I will be able to make the transition between the statuses.
