On a page:
/secure/project/ViewProjects.jspa?page=1&selectedCategory=all&selectedProjectType=all&sortKey=name&sortOrder=ASC
The 'Create Project' button appears for 2 seconds and then disappears. Looks like is hidden/removed with some JavaScript, as it happens only after full page load.
It feels like I have no permissions to create a project, but I am on all the admin groups.
So I am not too sure on where to go from here.
(I was able to create projects before, something has happened after I have archived older projects)

I have ran into the same issue as yourself. If you click the button really fast (before it disappears) then it's still possible to create a project!
I hope this helps but I am also interesting in a permanent solution for this issue.

This issue may be related to two things: Permissions or Browser/Network.
As you are an administrator, please check the page below (just change to your instance name) to see if the permissions "Administer Jira" and "Create independent projects" are set correctly.
By default the "Administer Jira" is for administrators, atlassian-addons-admin, site-admins and jira-administrators.

If the permissions are already correct, can you please test using another browser? If even though another browser doesn't work, test using another network.
