Is it possible create Shared teams in Plans (Advanced Roadmap) by API?

You can take a look at https://docs.atlassian.com/portfolio-for-jira-server/REST/2.13.0/teams/#tag-teams 

I did not test it myself, but I guess that you can create a set shareable = true the team created will be shared.
