It seems as though something have changed in JIRA as of July 30th customers for my company cannot email in to create tickets. We have a pretty active email server. Any help would be appreciated.

It seems that someone has changed the customer access settings. Kindly click on "update the customer access settings" (2nd image you pasted) and see what are the settings there.
It looks as if it's never been updated... We have had same JIRA cloud instance for years... Did wording change so it deselected into a no-selection default?
