Create a jirra issue from a web page?

Any ideas or suggestions on how to create a Jira issue from a web page?  For example, if I'm reading an article or pdf in a browser and want to grab that page and create an issue (to read later, to add to an epic, etc...). 

I've looked for plug-ins, but don't see anything.  At present, it's a manual process.

The issue collector allows you to easily embed a Jira feedback form into your own web site.

You should be able to create a Jira issue with an HTML link according to https://confluence.atlassian.com/jirakb/creating-issues-via-direct-html-links-159474.html
Using this, you should be able to create some issue by completing the URL automatically.
