The global and project permissions are set in the application.  You can change what roles and users have access to those different permissions but you can not add or remove additional permissions.  https://support.atlassian.com/jira-service-management-cloud/docs/overview-of-jira-cloud-permissions/

I could read this question in two ways:

1. You are trying to grant permissions to people. 

In this case, it's exactly what Brant said!

2. You are looking at a permission scheme and thinking "I would like the permission to control an action in a project, so I can (say) control who can set a field". 

 This is complex and requires, an app to inject one (I'm not even sure an app can do it, I've never done it with an app, I ended up editing Jira Server code directly, and then coding my app to look at the permission).  You certainly cannot write apps for Cloud that would inject a new permission.
