Create a project from a template with a workflow predefined

Hi,

We have been told to define a workflow for stories and user stories that will be used by all the new projects but not shared. I mean, the workflow will be used when the project is created, but the admin users will be able to modify the workflow not affecting the rest of the projects as we don't want to use Create with Shared Configuration. When a new project is created now it always use a default workflow that we cannot modify but the projects can start working from it as it's a simplified workflow only for them. We would like to have the same but using a workflow defined by us with 5-6 statuses different to the default ones and from this workflow they will decide if they want to include more statuses.

Is that possible?
