I would like to create a rule that will be triggered by a certain type of ticket being moved to done or marked approved, then will clone the information into another ticket of a different issue type.

Yes, that is possible.
I recommend trying to create the rule, and if you run into challenges post images of your rule and the audit log details showing the rule execution, and describe what is not working as you expect.
