Create a subscription for non-Jira members

I would like to schedule a filter to send to people who are not users in Jira. For example, we want to send a list at the beginning of every sprint of the items we committed to. That list should go to the director of IT but he does not need to be a Jira user.

you can't do that inside Jira OOTB. You could investigate and addon in the Marketing place or, and what i would do, create a mail rule such that when the monthly notification is sent to one of your jira user then it is forwarded to the non-jira users. Now they won't be able to click on any of the links but that is likely obvious.
