Create board permission in jira cloud

Where can i find permission to create board in Jira cloud, is it include in some permission or does it have one dedicated permission?

Not directly but ensure that the user would have the global permission : Share dashboards and filters  -> https://support.atlassian.com/jira-cloud-administration/docs/manage-global-permissions/

Like @Fazila Ashraf said 👆🏻, you need to be able to share filters and you need to be able to browse the issues in a project (have project browse permissions). If that is the case you should be able to create a board. 

Note only board admins (& jira admins) can change the board settings after it has been created.
