Create issue directly from external database

Can i generate issue with jira from external database ?
I have old ticketing that working now and i want sync with old

We used the CLI plugin from BobSwift to do it when were in transition phase. We built a listener that monitored the old system for updated and trigger the CLI commands to do they sync.

Yes, but you will need to write code.  Either some add-on for Jira that can read the database and create issues from it, or something outside Jira that can read the database and push issues in over the REST interface.
