it there an add on to jira that I can easily create a chat for a specific jira ticket? I'm ok to decide/modify the chat people, but just a quick creation button would be great!

Atlassian ChatOps does this now.
Meetings works, errors for Chat setup. But you can workaround it with starting a meeting and then maintaining the chat.
