Is it possible to set up the following flow: Create a new project with custom workflow should create a custom predefined board?

Creating a new project with a custom workflow is definitely feasible.

Not sure about the last part: are you looking to have your workflow create a board automatically? if your answer is yer, not sure that one is feasible.
