Create subtasks from a checklist

I'm trying to find an checklist app that will allow the creation of subtasks from a checklist in an issue in a project. We need subtasks because they need to be worked independently and we are using Atlas CRM to tie companies in Atlas to the subtasks. I don't want 50 main issues, I'd like them all under one main issue as subtasks

Some of the checklist apps, e.g., Issue Checklist Free and Pro, allow converting items to top-level issues.

However, since Jira does not allow to re-use its create-subtask dialog, it is difficult to build the "convert to sub-task" feature, and, AFAIK, no checklist app gives that possibility.
