But when other users try to use these lables, it does not show in suggestions list. Even if they type few starting words, it is still not visible. Please help urgently.

There was a bug for this behavior that specifically affected labels that began with an upper case letter. Please see https://jira.atlassian.com/browse/JRASERVER-64000 for more details. It appears that this only was documented to effect Jira 7.3.x versions, up until the fixVersion which was released in 7.3.7.
Are you running some version between 7.3.0 and 7.3.6? If so, I would recommend upgrading Jira to 7.3.7 or higher to resolve this bug. Sorry there really were not any documented work-around for this problem. If upgrading is not viable at this time, I would recommend trying to use labels that begin with lowercase characters instead, as these appear to be unaffected by this problem, even in those versions.
