We have a dev group (outside vendor) that uses Jira and invited me so i can sign off on certain items and have visibility. I would like to setup our own companies Jira project for some internal objectives but I don't see how to do this. If i try to setup a new project it wants to get confirmation from the vendor's admin first. How can i setup another account using the same email?

If you were invited to use Jira, then the company that owns that Jira subscription will control what projects can be made within that subscription and who can access the projects in their subscription. As @Valerie Knapp you would need to get help from them to create a new project there.
What you might want instead is for your company to have your own Jira subscription separate from the one that belongs to the vendor. You would be able to access both subscriptions with the same email address/Atlassian Cloud account.
That separate subscription would be under your company's control. Your company would decide who could access it, and what projects could be created in it.
Depending on how many people in your company you think would be using Jira, you may want to consult with an Atlassian Solution Partner for help with the implementation that will best suit your needs. You can find a partner through the Atlassian Partner Directory.

Be advised that different pricing plans offer different functionality. If you wanted the same functionality you see with the vendor's Jira, you may have to ask them what type of subscription they have. Additionally third party apps can be added to the Jira product to extend the functionality. The vendor may also be making use of some of those.
If you have minimal exposure to Jira and your company decides to go it alone, be advised that there is a world of administration that comes along with it. If your experience with Jira is minimal, and the same is true for the other members of your company, again you may want to consider consulting with an experienced Solution Partner.

Please can you explain a bit more what you're trying to achieve?
You access a Jira instance but you can't create a project? You need to have elevated permissions to be able to do this.
If you want to enable or invite more people to collaborate with you, create a user, you also need elevated permissions for this.
You need to find someone in the organization or instance who is a product admin in Jira and explain to them what you need. Only someone who is a product admin in the Jira instance can help you.
