Creating Permission Schema via API with a group from Atlassian Disconnected Operations fails - can't find the group and the permission scheme doesn't create. Is there a way around this? 

Errors: {holder.parameter=Group 'CROWDGROUPHERE' does not exist}

Using Jira Server 8.13.5 and Crowd 4.2.1
