I have data from Jira that I would love to present in a dashboard as a rolling average or scatter plot (with creation date on the X). But I cannot figure out how to add this to my dashboard beyond the standard out of the box gadget options.

Unfortunately, there’s no built-in gadget that lets you create a true scatter plot with individual issue dots and a custom metric like Cycle Time or Resolution Time — with creation date on the X-axis.

Jira does not offer the ability to add scatter charts out of the box to the dashboards. In this case, you would need to use an app to get this. If you are open to a marketplace solution, I recommend Mindpro Insights. I work at Mindpro, and I believe the app can help with your use case.
It allows any user to easily create dashboards with 50+ gadgets you can choose from. The gadgets are interactive, which means that when you click on any chart segment, the entire dashboard adapts to your filter. You can also share these dashboards internally or with external users via the customer portal.
Using your example, I created a dashboard from a template and added two catter charts: Cycle Time and Lead Time. As you can see, you can select pre-defined dates to show them, and you can drill down into the information by clicking on the chart dots:
When you select to maximize a chart, you have an additional table with the summary of your data, and you can export the chart individually or with the table in PNG if you prefer.

For a scatter-plot chart, in addition to the creation date on the X-axis, you also need a measurement for the Y-axis. What should this be?
Jira does not have a scatter plot gadget. You could eventually try the native Recently Created Chart gadget of Jira. It displays the issues created along the time, and indicates how many of them are resolved, but it cannot display the rolling average.
For better options you could search on Atlassian Marketplace for apps that provides this type of capabilities.
In case you want to try an app, our Great Gadgets offer some gadgets that could be helpful.
For example, you could use its Kanban Velocity / Throughput gadget to display the rolling average of the created issues. For this, you should configure the gadget with a filter/JQL that returns the issues and to consider as "Done" that first status from your workflow, like "New' or "Open".
In this example, you can see the number of issues created for past intervals (of 1 week, 2 weeks, 1 day, etc and the rolling average (Average Velocity).
The same app offers also a Control Chart gadget, which is a scatter plot chart, but it displays the data by resolution date (on X axis) and cycle time / resolution time (on Y axis).
That's why I asked what would be the measurement for the Y axis in case of scatter plot chart.

We are comparing dates within our tickets to create a numerical count of days before or after the ticket 'Deadline' by which we have presented the deliverable. I wanted to plot this against ticket creation date on the X-Axis.
