Creating an Issue in Team Managed Project vs Company Managed Project

It seems that in a team managed project, you can add a story or task in between tasks/stories on the backlog as there is a nice plus button that shows up in between tasks. However in company managed projects, it seems that the only way you can create a task is by going to the bottom of the backlog. Is there a way to create an issue with a predetermined rank similar to how you can do it in a team managed project?
