Creating issue from a from?

1. Clicking on the link should trigger a new JIRA issue
   1. Create Issue page should default to Certain project
   2. Create Issue page should default to App certain  issue type
   3. Create Issue page should default to Epic link
2. Other app teams should only be able to create this type of issue for the same project.
3. Other app teams should be able to view the updates.
4. Other app teams should be able to comment on the issue.
