I am having issues getting Incoming Mail to create an issue. I send an email to our default cloud mail account jira@valenciacollege.atlassian.net and no issue is created.

The mail handler configuration looks good.
The problem could be related to a permission.
Verify if the default reporter, mhardy9, is able to create issues ,with issue type Task, in the project WPS CMS Phase 1
Also, verify your Advanced mail loop detection in the Advanced Configuration to make sure the email message is not blocked there.
