Creating new user with no password

we have external facing JIRA Application which is fronted by SSO, and our user bridge creates users in JIRA internal directory without password. What is the best practice for creating users?

I tried logging in as user with no password and i cannot login, that seems to be perfect in our case as we authenticate users in SSO.

But i am wondering, is there any way user can try to login? what is the best approach?
