When creating a new user, it gives the beginning of the e-mail address as their full name. That will never be accurate here at CSU. How can I as the admin change the full name box? Currently it is greyed out.

With the introduction of Atlassian Account, the user accounts have become self-managed. That means that for a user to change their email and their full name, they need to log in to http://id.atlassian.com and change the email/full name directly in their profile section.
However, if you want to perform this since you're one the admins, there is still an option for admins to change those emails if you enable domain verification in your instance. Further details on these two topics can be found in these two documents:
