Hi guys,
for smaller, shorter projects which are very similar to each other I would like to have a template with ca. 10 issues in the Backlog already created, ready to be reviewed, edited to adjust for this particular case of project.
I was thinking of creating a project like that, which would be a template for others of this kind and use bulk action to copy the issues from it in case a brand new project will be created.
Do you have any advise on it? How to operate best in this case?
Would you recommend then to use a company-managed type of project even though they would be quite simple and short cases?

For this use case, a Company-managed project would be recommended as for these you can create the project with shared settings.
At first, create a Company-managed project which will act as the template. Then whenever you need to create a small project, select the Company-managed project type, check the check-box for 'Share settings with an existing project' and select the previously created project. This way, you can use a project as a template since we cannot create custom templates.

Neither CMP or TMP offer a template in which issues are created beforehand. For now TMP projects are completely independent to each other, meaning that if you want to create a similar TMP to an existing one, you have to go and manually do everything from the start. Keep in mind that Atlassian has on its plans to be able to share config settings among TMPs.
A CMP is suitable in the sense that offers reusability of certain schemes, such as workflow, screens, permissions, notifications etc. If you have set it up once, you can re-use them to any CMP project, existing on new. With that said you could act like how @Gaurav stated, but you have to manually clone all issues from the "template project" to your new one.
Another solution would be to use a 3rd party app, such as https://marketplace.atlassian.com/apps/1218652/deep-clone-for-jira?hosting=cloud&tab=overview in order to do the cloning for you. If you use it that often, then this could come in handy.
