is there a way to add an incoming mail server without creating an actual email account?

I am trying to set up JIRA to create a task from email.

To what type of project are you trying to add the issues?

If your destination is a Jira Service Management project (in JSM Cloud) you don't have to create an email account or an email server.

If you destination is a Jira Software project, then no, you can't do that without creating the mail server and email account.

Can you provide more context for your scenario? If you want to create issues from email, you must have an email address to which that can be sent.
