Hello @Vinícius Pereira,
You can definitely create forms in Jira Software projects!
To create a form, you must first navigate to the project itself, then select the 'Forms' button in the left panel to create a form for that project.
I've taken a screenshot of my test site JSW project, and the forms option, seen below:
