Crucible: GoTo Next Element doesn't seem to care about scroll position

When I use GoTo Next Element in Crucible I expect it to go to the next element that isn't currently displayed, but it doesn't seem to do that. It seems to keep a record of what I haven't clicked next through. The problem with this is that I may have several disconnected changes in a row followed by a large gap of text before the next change. This large gap of non-changed text is where I expected GoTo Next Element to be useful, but it doesn't appear to work that way.

Is this a bug, or is it just the way it's designed?
